Directions:
Preheat the oven to 375°F (190°C).
Prepare the dough by mixing the flour, butter, 2 eggs, salt, sugar, baking powder, and cold water until a smooth dough forms. Let it rest for 30 minutes.
For the filling, heat oil in a pan and add onions, carrots, and potatoes. Cook until they become soft.
When the ground beef is added to the pan, sauté it until it browns.
